you are using Revora's CnC Online software - https://cnc-online.net/en/ , right?
I have read on Revora forums about the following options to mitigate that issue:
1) launch CnC Online with admin rights before hooking in to Red Alert 3
2) launch CnC Online in Windows XP compatibility mode
3) launch Red Alert 3 not via Steam Library, but from desktop shortcut (create it first)
maybe it is better to ask for the help on official Revora forums, https://forums.revora.net/forum/2735-cconline-support/ ? I mean they know better than anyone how that software works and have seen lots of issues/errors, maybe then can come up with a solution for you?
