This is a new exe that essentially does the firewall thing. The reason behind you would block it is that the game tries to connect to a now-defunct server (the one for Comrade News). This new exe disables the connect on launch to the defunct server; so you don't need to block it in your firewall now.
And if this doesn't work, it might be a DirectX error, of which I have something to fix with.
It is not about anti-virus programs or firewall. I have been there done that nothing works. I have tried to update DirectX, I have even downloaded the DirectX version that the game originally uses that can be found in the game folder itself. I am not sure what is my problem since I cannot see any crash reports.
But now I get a new error saying "The game can not start, There seems to be a problem contacting the license server. Ensure your internet connection is active and try again in a few minutes."
Which DirectX package did you download? The one you need to install is DirectX 9.0c, which you can get easily from here in its unpackaged form: https://mega .nz/#!4UJDQQqT!YaE5cM7BUH5Cd1hzW23oThXKVHwZcIKbLzHXJ1766mg
Just remove the space in between the "a" and the "."
It also sounds like you may have really screwed with the game's files. Might need to reinstall it. Sometimes the best thing to do is to start at the beginning.
The launcher I linked just bypasses that extra step that takes a eternity to get past.
For the firewall, I know you said that you've checked it before, but make sure both RA3.exe AND ra3_1.12.game are added into the exceptions list.
If you followed the guide on C&C:Online concerning the ergc field in your registry, you might want to double check that.
Also try setting the game to Windows XP SP3 compatibility.
For some reason it worked by just closing steam completely and then open the game. After that all I had to do was to login to steam and then the game was good to go. Now I can even open the game from steam without any problems. Which solution but it worked.
