The frame rate is directly connected to game logic speed, so mean if you want to cap it to 60 FPS, the game speed will double.
Actually given how humans eye works it is more significant jump of quality than going from 60 to 240 fps.
Sure C&C3RA is not very dynamic but its not turn based either so it is problem. No tragedy but problem.

This thread is quite old and i don't even have this game on Steam, but the sheer amount of stupidity and ignorance i'm reading here just makes a person want to respond, because ignoring idiocy such as this is a perfect way to let it propagate further. OP's concern is perfectly valid. How? Because he doesn't like watching a slideshow. Most people have eyes that work and aren't stuck in -30-FPS-Slideshow-Mode- like yours are. The reason these old games increase speed on FPS increase, is because the antiquated 90s engine they run on has the game speed interlocked with the FPS. There are RTS games today who run happily at 144 FPS or above and their running speed is normal. They were lazy in making RA3 instead of upgrading the engine to modern standards. This is EA and they didn't care, that's all. Don't spread your stupidity around if you don't know what you're saying. This is a clear case of "the dumb leading the blind" and people like you who keep spewing this "30 FPS is fine" trash are the reason these companies keep doing it, and everyone else suffers for it.

Downside: Currently you have to donate $14 on the creator's Ko-fi (or $8 on Patreon) to get permanent access to it. Down the road when it's in a "good reliable state" he said he'll release it for free to everyone.
There are however certain sites out there that provide paid Patreon content for free, though they aren't frequently updated. That's all I'll say on that matter if you need it right now.
