Nothing to do with the game files, it's more the fact that from Windows 8 to Windows 10, there was a very big change in both hardware and programming so the newer systems simply can't "read" the game properly.
Nvidia Geforce 1650 is too noob
These two are correct in that the game tends to be slow at launching due to a server being offline, namely the Comrade News server. The game will keep pinging that server until it finally times out and launches the game; that could range from tens of seconds to hours. The new exe in the link removes the need of pinging to that server, resulting in an almost-instantaneous launching of the game.

1) Make a folder on your desktop
2) Run the exe
3) Tell it to extract to that folder you just made
4) Go into the folder you made; there will be a lot of files and .zip archives in it.
5) Run the DXSETUP.exe file inside the folder.
5.5) Recommended that you restart your computer after following the DXSETUP prompts.
6) Delete the folder containing DXSETUP.exe; you no longer need it as the proper DirectX files are now installed.
For general tweaks:
1) Set the main exe to Windows XP SP3 compatibility.
2) Launch the game from a shortcut instead of launching from your Steam Library
3) Try installing the game anywhere other than the Program Files (x86)
4) Ensure Steam is installed on the same drive as the game as to prevent an application load error.
5) Be sure to not install the game too "deep" in your file system. Having the game installed under a really long directory (e.g. C:/quite/a/lot/of/folders/for/an/installation/Red Alert 3/) can cause complications in loading.
6) Make sure there are exceptions for both RA3.exe and ra3_1.12.game in your firewall and antivirus.
7) Set the game's resolution to your monitor's through the options.ini file in %appdata%/Red Alert 3/Profiles.
8) A reinstall/file verification may be needed as some files can be corrupt over time/during installation.
Also, for those of you saying that the game is incompatible with Windows 10, you are partially right and partially wrong. You are right in that the SecuRom DRM (the game's anti-piracy software) is now unsupported on Windows 10, resulting in DISK versions of the game being unable to run without a No-CD patch. You are wrong in that the Steam/Origin versions of the game have this DRM patched and ARE compatible on Windows 10. Just wanted to clear that up.
