But if you are referring to C&C:Online (https://cnc-online.net), then yes, it's safe.
It's online since 2014, and people have used it for 3 years, counteless games and tournaments are played with C&C:Online.

If you're talking about cncnet.org, then yes it is safe. But it doesn't support Red Alert 3, only classic Westwood games like Tiberian Dawn, TIberian Sun, Red Alert and Dune 2000.
