Only newer C&C games are on steam, if Generals are to be on steam, it would have been done already. Nobody except people at EA will ever know if C&C Generals will be on steam out of the blue one day.

To answer my own question:
Yes, you can play C & C generals / zero hour through Origin, and I am currently doing so on an Alienware Alpha console.
