Is this a sequel?
I'm a bit confused, Demon Turf just came out only a few months ago, is this a full sequel? How much content does it have compared to the original?

I assume (purely based on it being $20 cheaper) that it's a smaller game?

OOF, that regional pricing, no thanks.
For specific size comparison: the original Demon Turf has 28 "normal" levels, 28 harder "remixes", a few other levels for tutorials and bosses, and about 4 sets of optional "challenge" stages (platforming trials, the arcade, the arena, and Demon Soccer Golf) - all spread out on a large hub world. There's also 3 collectibles scattered in each of the normal stages, 50 smaller ones in each remix, and a game-wide "photo hunt" sidequest.

Neon Splash (from the menu and my current experience) seems to have 9 "normal" levels, 9 harder "remixes", 2 final unlockable stages, and a smaller "playground" to replace the hub world. Each of the normal levels has 80 smaller collectibles and 1 better-hidden one.

Edit: Official developer estimates are 30-50 hrs to 100% the original, and 3-5 hrs for this one.

You could kinda consider it a level pack DLC, it's sold separately from the main game since:
a) the moveset has been tweaked a lot from the original (more platforming focus)
b) people can play it as a "sampler" without having any experience with the original
