Postmaster Quest

I'm sure I'm missing something simple. I'm on the postmaster quest line to deliver a package to Steve in Sunkiss canyons. I'm just supposed to look around as there's "no address". I've been walking in circles for far too long. Help where is Steve?

He is around the bottom of the Sunkiss Canyons to the far right.

Okay for clarity because I just spent another 10 minutes on this he's on the the upper right corner of the connecting Sunkiss Canyons island up a ladder by a tent.
