What does the backstep stat mean?

How far you move back when you block, it's a pretty useful tool.

No, just when you do the block itself. If you put on a weapon with a higher backstep, and block while standing still you'll notice you take a big step back right when you start blocking. That distance is the backstep number, more = further.

The axe of harming has such a huge backstep number that spamming that is faster than running normally. Only problem is you can't see where you're going, lol.

It's your little movement backward when you block, I honestly beat everything available with out ever blocking. Just increased my Speed and Dexterity stats to 60 so I could run and jump over everything while firing off spells/ the Moonlight
