Help with quest "Scraping the Barrel"

I don't think I acquired the quest "Scraping the Barrel" when I was at Lothering. On the wiki, it says that you can also acquire the quest at Redcliffe Village but there's nothing at the Blackstone board. Thinking it could be solved if I just went back to Lothering (with console commands), the lothering blackstone board doesn't have anything.

How do I acquire the quest?

I'm assuming I have to alter the plot state so I can access it? I'm pretty sure I didn't acquire it because interacting with Dernal at Redcliffe gives me nothing, and while I found Patter at Lothering, he isn't highlighted so I can't interact with him (same goes with the elf at the Alienage).

Either that or I install the Dragon Age Origins Toolset, but every single time I try to install it, it keeps saying that Origins isn't installed (long story short a friend gave me this on a USB and I just dumped it in my D:drive.
