I am unsure if this is what you seek but -
I personally never really managed to get to the website, however the DLCs (Stone Prisoner, Return to Ostagar, Leliana's song ect... even the items) are all available in the dragon age wikipedia to download for free!

all it takes is using the daupdater from your steam files and in case of stories DLCs, to download both the link in "Location of downloadable content packages" and the "Offer files" further down the page.
It can be a bit tricky to get through but if you follow the indications on the wiki correctly you should be able to do it just fine. idk how to explain it more in depth without just paraphrasing a well-better worded tutorial on the wikipedia ^^" so i hope it helps!
Anyway ye, idk how it works toward the site but if it's only to get the dlcs back the wikipedia should be enough.
