Can't change language, everything in Japanese

Game starts in Japanese. trying to change language in config tool and it's not working. Any tips? I even went on 1.00 version and it's the same problem.

Start the game in Japanese. Skip the cut-scene. As soon the retro game at the beginning starts and you take control, pause the game then go into options > second option down > fourth option down.
