the studio that made this was milking every sim game dry.
-they promised the sky with spore, but due a hard deadline, did not deliver and many features were scrapped or severely simplyfied
-they planned to just release them later as a gazillion expantion packs, like every sim game has had.
-to fuel this they made on purpose the game as unmoddable as possible.
-but then their agressive drm policy, together with not delivering what was promised, caused popularity of the game to plummeth
-even a later removal of the drm crap could not recover them.
-as such they decieded just to ditch the project and forget any further expantion packs.
-now that EA bought that studio, given EA's bad reputation its even more unlikely that an expantion pack will ever be released.
-you can also forget release of the source code, EA likes to sit on those things forever.
