(A tip is to look up on how to change the files so you can have many more troops, instead of 200 men you can change it to 400 men etc, as the basic game feels a bit limited when you've reached a certain point in the game.) :D
The sequel, alas not as good as the first, but still good, let you have even more minions in your base by default :D
Balanced and balanced, I'd say it removes a lot of headache with the limits if you up the numbers of men. Kinda like upping the weight limit you can carry in games like Skyrim.
You do it so the game becomes more fun, but if you prefer to be over-encumbered in Skyrim 24/7 or have fewer men in Evil Genius then thats totally okay, you play as you want to :)
I just want to point out for new gamers like Luzilyo that there is options how to play it :)
Moving on...
You compare a game you play against another player with a single player game.. Brilliant.
Yeah, you best move on. :D
