At certain point in game you unlock the two (and later three) star camp you can either move into or use as a hub for soldiers exclusive to that place and keep ferrying others between camps. You can switch between them freely, but once in one the time is frozen in others and they all get their own budgets, so it's, IMO, better to just slowly move altogether.

It automatically goes to 2 stars when you complete all the missions in the first camp(forest)and then move to the second camp(desert)

With the latest update it will no longer be a limitation in the campaign to be in one camp or another to train specific soldiers. We have made quite a few changes to the game. Also, we have just introduced the long awaited sandbox mode so we would love for you to try it out and let us know what you think.
