Actually building insulation is planned to avoid negative effects of noise produced by helicopters or nearby training buildings.

Does this mean that a fully upgraded Barracks can be placed right next to a super noisy building like an artillery training building? If it's tier 3, is it immune to the noise "area of effect", or is it just a bit better than default?

No exactly right next to it. As you said, insulation is better, not complete immune to noise. So some of your men in that building could still have sleep issues, and therefore they may need to sleep clinic.

Why does it say, in game, that insulation helps prevent the flu? I have maxed out barracks jam packed with flu patients.

Does the noise from the training facilities affect the training in the training building next to it? such as a Tank driver building being next to the Artillery building or the Infantry training building etc?
