Fullscreen mode not respecting aspect ratio

Display stretches with non 16:9 resolutions on fullscreen mode. Borderless is alright, but I'd like fullscreen mode to work properly.

Likely has to do with the fact this game only has 1 resolution. Weirdly, windowed mode doesn't match the listed resolution and occupies more screen space than is necessary. It lists 1280x768 as the resolution yet *windowed* mode occupies my full screen space of 1280x1024. I'm honestly disappointed by the lack of smaller resolutions and settings to help improve performance (such as 1/2 refresh rates and static backgrounds), as its kind of unplayable on older PCs that meet the minimum requirements

Oddly enough im getting full fps on my potato but only in Fullscreen mode
I dont think I have seen a modern fighting game that has a 1/2 refresh rate option tbh
