This isn't an official product of Cover and I don't think the guidelines for derivative works prohibits using terminated idols. There's no reason they can't add Rushia, so I don't think it's off the table.

And all the more reasons not to upset Cover.... They have all the rights to sue them for using their characters, most of the fan made stuff exist simply because Cover is rather generous when it comes to fan made derivative works, try those ♥♥♥♥ on brands that have extremely strict IP protection ie. Disney character and see how the creators will get themselves into trouble.
