Patrick's "Guided Tour" - How to access it?

I have been playing the game for a while now, and finally was able to successfully complete one run to take out Time. I see a lot of references to a guided tour... but I still have no clue how to get Patrick to actually guide and tour ;). Usually he would be at the reception desk (with the large soul counter above it)...

Do I need to play more of the game to unlock the "guided tour"? I seem to be missing something very basic.

I found this note from Trueachievements.com by ShadowEchelon91:

"As you progress through the narrative quests, Patrick (the guy with the glasses) will eventually appear at the start of the 1st floor of each department. Exhaust his dialogue, then repeat for all other departments."

So, it's another progress thing... continue to play the game often enough to unlock certain dialogues / quests.

These departments are all at "level 8" (usually after a Sorrow's Office on level 7):

Industrial Pollution Dep  -> Upgrade next green Curses
Toxic Food-Processing Dep -> Upgrade next red Curses
Addictions Dep            -> Upgrade next green Curses
Physical Illness Dep      -> Upgrade next red Curses
Modern Warefare Dep       -> Upgrade next red Curses
Natural Disaster Dep      -> Upgrade next blue Curses
Inevitable Time Dep       -> Upgrade next red Curses

And there seem to be a total of 7 such departments.
