will this game get steam workshop support for maps, rollingstock, locos and scenery?

I bought the game but within 15 minutes I requested a refund from Steam which I promptly received. No clear instructions as to what I was supposed to do, I know I was trying to shunt trucks and passenger coaches. Also trying to actually find Level 1 took half that time. As no clear instructions how to actually get into the game menu to start playing....
