is it supposed to i feel like its supposed to. im in like my 15th season and its at 81 still

The cap does not move unless you choose to do so in Commissioner Mode on July 1st.

ohhh i see lol. is there a way to determine how much is best to move or is automatic once i turn it on?

No, you would have to edit it yourself. It deliberately stays at the same level in the game because there's no inflationary pressure on salaries (or any other financial aspects) in standard games; everything stays at 21-22 levels.

We tried adding upward pressure a long time ago, but it led to a lot of confusion - if you increase the cap and salary amounts by, say, 5% a year, in 20 years the average NHL salary is about $6.5 million and the top-end players get about $25 million. That looks very odd to most people, whose frame of reference for what players should get paid is pretty firmly rooted to how salaries look right now. It's a lot easier to remember that $2.5 million is a reasonable salary for an average player, regardless of what season you're playing in.
