Report a translation problem
I've changed this back to disabled and the hands on the little solar clock thing seem to be moving again now.
It may have something to do with using the bed, perhaps?
Though I bet you can do thesame using the in-game console- I think there's a toggle that links to that exact setting. (not tested yet, real life work is getting in the way!)
Might also be worth checking the ingame console (there's a guide for that on here somewhere)
The ingame console should also have an option to lock time passage- check if that one is on or off.
