Fishing lures.
How do you get the fishing lures after the first four? I've got the two natural lures & the two green lures, I'm trying to catch the 600lb hammerhead shark.

You need to find Floppin' Fish to unlock them. They are found near water, all over the map.

Ok so, where can I find the floppin' fish if the only place I can catch fish is at the beach?

You'll find the floppin' fish in various places. They are static, so once you pick one up, you need to find a different one. The first one you will find is in Estero State Park, 4 - 1, fourth row, first column. You can find it after you have unlocked Scene 14.
