Stuck on Kayak license

So, I am trying to get the kayak license to show up at the mart but it does not seem to want to show up. I looked at the guide and believe I have done everything up to this point. The park ranger is standing outside the mart waiting on me. I read the kayak tips in the library as well. I just don't want to have to start over again. Please advise.

Right click the license in your inventory.

If you use some cheat, add a maca plant in you inventory make Emily crash

I had the same the problem but found that that happened because I had a maca plant in inventory. I went to priscia and gave that to her. After that go to the squallmart and you'll find the lisence.

I had found a solution. But it is a bit tricky.
Go to the game folder go to \www\data and open the file "Map033.json"
Search for [ "switch1Id":841 ], then change the value 841 to 108 and save.
Go into the store and purchase the exam, get out of the store change the value back to 841, and save again. ;)

I did this and got the exam. but now the issue is Evie is stuck on the same thing.
go to store to find if emily has kayak exam. how to fix that?
