They're here
(*) Windows Save File Location: \Users\<Your User Name>\AppData\Local\User Data.

i put a save file in this location and the game doesn't register that its there.

%LocalAppData%\User Data

Using the variable %LocalAppData% will go to the correct directory for the currently logged in user. You also need the Defaultglobal.rpgsave file, not just the save file.
