There are keys for each chest.
Some you need to make from 4 broken key segments
There are pirate keys as well that use 2 broken key segments

I finished storyline. now progress is %90. I'm looking everywhere but can't find broken keys. I don't understand where I'm missing. And still a few chest remain.
Don't forget to feed the Peacock in the North the peanuts and take it back to the library.

I would post a walkthrough guide link for the Keys & Chests to assist you, but when I did that a few days ago for someone else, Discord chastised me for "advertising" apparently...

REALLY ANNOYED. Cant get the last under water chest as there's no way to acquire broken keys after story line ends first time if you use them to make a chest key... Devs can you put one in the Squalmart please?
I agree, I'm stuck too and I am loosing interest in this game as I beat it a while back. Could someone please just upload a completed save so the few of us could just see what we couldn't find. Thats all, I did beat the game but I truly just don't have the hours to see a scene or three left is all.

Did you get the broken keys from the guy in the Bar's toilet who wanted peanuts when you were serving drink ? If you did not, go him and give him an aloe plant. He gives you 2 broken keys.

For what is worth, I'm gonna tell you what I did. You can collect some keys from the ground, make a keys by using broken keys and get all key which appears by lighting torches. Besides these, I assume you have collected old maps. I got three keys from the places marked on the map. Each old map gives you one key. If I'm not wrong there are 3 old maps and you can get 3 keys by using old maps. You need to loot everything where you go. You must have done it while progressing the game. And extra which I missed, you need to feed peacock with peanut and take it back to library. That's all what I know and what I did. I got all chest.
The tricky key for me was the one out the side door of the medical clinic. Not even particularly hidden. Still have two locked chests, but I think I may have missed broken keys before the main game ended. Going to skim another walkthrough and poke around youtube a bit more before I pay Squallmart for keys, though.
There are exactly enough keys and broken keys to open all of the chests. I recommend holding on to the broken keys as long as possible so you don't block yourself from being able to craft a Pirate Key or the Tomb key.
There shouldn't be a false recipie like that which is a trap for the player they couldn't have known was coming.

THIS IS OBJECTIVELY BAD GAME DESIGN.

For that matter the ores should cost MUCH LESS than the value of the talisman they craft. This is again objectively bad game design.

I don't agree with the second point. The ores should not be a way to "get rich quick". Then to prevent it from becoming a money making machine, the supply of ore should be severely limited , leading to more issues with items you can't craft because you depleted the ore for money.

For some other items, I agree the difficulty to get them is a fun-spoiler. But ToN is in that respect a big improvement over its predecessor, Lust Epidemic. Those who remember "the six shrubs" will probably agree.

I can already say that the Genesis Order preview does not show any further improvement on this point. Unfortunately you still will need to find objects in places that make little or no sense. I find it also puzzling why the author did this.
