It's a male prison with around 45 inmates - statistically if this was real life, some of them are bound to be gay. Only Chris and Roy are obviously gay as far as I can tell on my 2nd playthrough and they're not treated as being better or worse than anyone else.
In fact, the characters with pink dialogue boxes represent those who like men, so currently, there are three cellmates who are gay: Ray, Chris, and Whitey
Other than those three inmates, there's one more character who has pink dialogue,
Billy the Deputy Guard, and him being gay is confirmed if you sneak into guard house at night and check his locker.
I like plenty of games with woke elements. It's DEI that makes games bad. Basically when woke elements are forced because the company is getting grant money (from companies like Blackrock) to artificially add that stuff and often their employees are also DEI hires.
Creative freedom and passion for creating games is what matters.
woke and DEI are synonymous. the 2 are the same thing. Gays do not equal woke.
to OP: there's gays in this but it's not woke. Where else would you find gays if not in prison who wanna touch your butt when you drop the soap? Think of old TV shows like Oz. There's gays but not gay propaganda. In fact the game makes it clear that these are some weird individuals through the little emoji reactions.
That's why I prefer to standardize things by highlighting DEI as the problem, because It can be measured as something tangible that forces in artificial changes and is generally helmed by people that make products so sterile and safe that they're afraid to make villains act bad.
Personally, I'd much prefer the mayor be an animal on full release (same with the human news broadcaster). Maybe a peacock or something, to imply he's spoilt and rich. Or a snake! Otherwise, go in the other direction and make him a squirrel, hoarding more money than he can ever spend, or a Dodo bird, just to be ridiculous.
I'd usually suggest a "fat cat" but they used that in the boxing ring sub-plot. Can't even really have a pig as the cooks are pigs.
I'm the type of guy who is VERY anti-woke, and I see zero woke elements.
The game disappoints me though. More linear than what I thought, and I prefer much better the Escapists games.

To answer your question, the game has a pretty liberal view on prisons and the criminal justice system being flawed and broken, and almost all of the criminals have very sympathetic stories. Woke is ambiguous, but if you consider that woke, then yes it is woke, at least in the messaging

Personally, I don't like a few random humans in an animal themed game. I wouldn't like if the mayor was meant to be Biden or Kamala or Trump. I don't like real life politics in my video games. And I'm Australian so god knows how sick of it most US citizens are.
I believe that's supposed to be Councilman Jerry, not the mayor. The mayor actually looks like Maduro from Venezuela. The likeness of Donald Trump as a corrupt figure is to be expected since this is a Chinese game and they understandably are not big fans of Trump. However, China is FAR from woke.
