How to get to Underground Casino / get Dracula's Fury?

So I've read about the Dracula's Fury game, apparently it's located in some underground casino?
I have never found any casinos underground (unless it's behind the big door you can't open)
but yeah some Condor called Apache should have it?

does anyone know where they are or where there even is a underground Casino?

UPDATE:
I'm stupid and you can get the Game from Billy
But the sprite of Apache does definetly exist so I wonder where he is... maybe he'll be found with the 2nd character!
so I'm guessing the big door hides a casino

Condor Apache is one of the three fighters who appear in the "Strength" storyline.
You must first participate in four prison fights (you need to sign up on the first day in prison, or you'll miss the chance).
After winning four matches, Rooster Clark will appear and ask if you want to join the Underground Casino's underground fight.

Dracula's Fury is a skill acquired after playing the game cartridge, which you have already discovered.

The large door in the sewer that won't open - there's currently no way to open it, so don't waste time trying.
