How to bond with Phil and Bob?

I do not know exactly the specifics of bonding with Phil that he does say I need to get lucky. I suppose it has something to do with lottery? Whether it may be true or false I still want an answer on what I specifically need to do in order to bond with Phil, and whether it is possible to win at the lottery.

As for Bob, I am able to get inside Segregation while having 99 rapport with him. Is there any step missing in order for me to investigate Fenrir's whereabouts? I tried to interact with everything an even brought some tools inside Seg, but so far nothing sticks. And besides having to beat up anyone or having to do Jumbo's mission, is there any way for me to get into Seg?

Not sure about Phil off the top of my head, but I think there's a thread with most of the bonding requirements on it in here somewhere. Lemmie see if I can find it.

The thread in question says that for Phil you need to have the "Blessing" status, which can apparently be acquired by putting money in the donation box and talking to the priest? Not 100% sure on that as I got it from somewhere else, haven't done it myself.

Holy Blessing is acquired from the priest after you donated enough money. It's active only for a day. so make sure to talk to phil right afterwards

You can bond with Phil as soon as you win the Phone Lottery (any amount of won tickets/price money will do). Not sure if Blessing also works, haven't tried it that way.
