aid caesar on the quest to find out the traitor by befriending the 4 characters given, no need to bond, just befriend.
aid caesar again against jumbo on fight day
wait till lockdown passes

You don't need to worry about the ledger choice. Either way you can get the achievement. -- in my run I got the achievement by aiding caesar to win the fight against jumbo during the riot and assisting him with his quest investigation by befriending the 4 characters. I handed the real ledger to Bruce and still was able to get the hanged man achievement.

To get the Quest from Caesar, you need to progress the Main Quest enough to be able to ask someone on how to get the palm print, Ask Cesar and you'll get the quest "Secret Mission" and all you really need to get the archievement is complete the quest and wait for after the lockdown on day 19 The Fake Ledger is probably Optional but I didn't check personally
