Report a translation problem
Some of the workers on my winery seems more focused on picking up pottery (for upgrades), than actually working on the production of wine. Because I'm low on pottery, I followed a worker for two days, at which he went to the potter's workshop five times, to pick up -one- pot each time, while the upgrade cost was 20.... Needless to say, I turned off this upgrade.
Not sure if making production first priority (then they will almost never upgrade), check if they can pick up all upgrade-costs (20 pottery in storage never happens in my town). I suppose I'll just have to live with the upgrade turned off...
