Can't upgrade from community center to town hall
I click to start the upgrade, should take around 35 days, it says. It will count down to roughly 18 or 19 days, then zip back up to 35 days. What am I missing?

Not sure why the timer bounces, but ensure you have a steady supply of pottery, as that is the upgrade-material. It's not enough to provide 10 pottery just once.

Will it ever finish? or just keeps going? I'm have no clue how the mechanic works
I know it says 10 per year, but at some point, over 5-6 years, I imagine I am producing that much, in a city of 75

Ah as soon as the upgrade is green and has a timer it is already upgraded! :)
So it sounds your community centre is already upgraded and has the bigger visuals and you can now see the immigration statistic etc.
The timer is only indicating when it needs a fresh batch to keep the upgrade.

Gotcha, the timer is how long the buff is active for, based on pottery provided. Not a countdown to completion :) Got it now. I was just thrown off, because I expected the name on the panel to read "town hall", instead of still being "community center"

Remember that upgrades in this game is a continuous process, not a one deal-for-every bought thing.
Unlike city builders you pay a cost once, here you have to pay the cost ever year.
