how to level up?

Hello, how do i unlock the character Kevin in the game? It says he is unlocked at "welcome level 3". What does that mean,and how do i level it up? Also, how do i unlock and upgrade the neighbor's skills? For example, Chad's skill says "Neighbor Levels required". How can i get these levels?
