FF4 Mask of Lunar is generally more recommended as it still follow exploraton formula of Fatal Frame - step by step discover new area, then freely revisit them in later chapters.
FF5 is more linear, and the game is separated into episodes and restrict you from going off track a lot, hence the fan usually disregard it among the franchise. However, the gameplay is the best among all, and imho it is still has the traits that make it Fatal Frame, plus the graphics, and yes I have played every FF to be able to judge. Just don't rush in, take your time around
