However, it seemed to work in her final episode. I have no idea why it's not working in the other episodes, but the devs really should look into getting this fixed, as it's making these episodes more of a hassle to play when you can't fully charge the flashlight.

This is intended. Here's how it works : as soon as you get fully wet, the gauge will no longer go down on its own. With 1 exception : simply standing in the rain will not put you in this state (even though the wetness gauge shows as full). However, being hit by an enemy in this situation WILL make you cross that threshold (since enemy attacks also increase your wetness). Also, any enemy attack that makes you fall to the ground in an area where there's water will make you instantly fully wet.
If you're using Yuri's default costume, you can actually tell which state you're in. Check the pictures below and look at the "skirt" part of Yuri's costume. See how it sticks to her body in the second image but not the first one? The first picture is simply the result of standing in the rain (can dry off automatically later), while the second one shows the true fully wet state (can only dry with embers).

I must have mis-remembered the encounter when a different enemy didn't seem to cause the same effect then.
I will send everything to their customer support now, and continue to do so as new issues get reported. Hopefully it will lead to something...
I think many people have this problem after patch. I have it too. Audio in cutscene out of sync. I tried lower resolution, low settings but same. Also last patch somehow changed my character speed. Now run and walk almost same. Prologue 1 cutscene / 4 chapter cutscenes black screen with resolution 1080. Also sometimes i have white screen at launch .
"Shoot" counts as an action button.
