The officer is indeed strong, but she as a unit has an extremely limited number of equipment slots and is heavily TEC focused. She is great at controlling a vehicle which can speed level other character if they have the vehicle XP skill.
However there are plenty of stages where vehicles are prohibited when you are deep diving the random dungeons. And if you have her set up to be summoned via that vehicle and that is blocked? Thus you probably want a berserker on hand to simply seven sins their way to the next stage. Obnoxiously strong physical attacker, but incredibly weak against magic damage. Also useful for boss killing after being buffed by clerics abusing chain bonus mechanics.
My usual strongest generic character is a heavily reincarnated witch armed with a book. She might not be the best at killing bosses, but she absolutely hard carries the team through random dungeons by virtue of high ranged damage and the ability to target any elemental weakness without fail.
I made what I think is a pretty comprehensive video about Makai Kingdom's meta a couple years back and you can find it in my profile if you're interested.
Makai Kingdom's meta is sadly pretty uninteresting compared to other NIS games. There isn't any content in the game difficult enough to necessitate or provide a challenge for the highest levels of power you can achieve. If there is a meta class it's probably Prinny God, since they're highly resistant to status effects and immune to being thrown out-of-bounds. The Yoshitsuna is also extremely strong and generally convenient for dungeon-crawling, except of course on floors where it is forbidden.
I kind of wish that someone would mod in some really challenging post-post-game content. Like, once you hit level 9,999 you can wish for a 100 floor dungeon full of juiced-up enemies, and if you clear floor 100 you get a consumable item that can add 1 star to one of your items. If Makai Kingdom weren't so underrated and semi-obscure I would start a gofundme to find a dev for that project, plus a couple other quality-of-life features like music variety in free dungeons. Probably never going to happen but I would play the hell out of that.
I enjoy Makai Kingdom but for sure glad I get it on 4$ discounted price, though I bought the original on ps2 back when and enjoyed it well enough. It could have used some more love systematically. Even the menu and having to sift through unequipped equipment, characters, and vehicles and items at some points without filters is pretty bad.
