There's no way it can take that long. Games like this are pretty common now and they seem to release big updates every few months. It'll vary depending on the update size and scale of the dev team, but it shouldn't take a whole year even. If it does, the dev needs to pick up the pace and hire more people.
There's a difference between "doing the thing" and "doing the thing - WELL".
Furthermore, there's plenty enough situations where you can't just pile on more people (personality conflicts, etc).
Things take as long as they do - you're certainly in no position to rush them.
Not sure where you got the 1 year for S2, b/c EP.8 alone took around 7 months (4.2021-11.2021)
