Astral Amplifier - am I screwed?

My last manual save file after the mines, before the Academy, was a LONG time ago, and I've basically completed almost everything in the Phalan Academy... but I think I am unable to complete side quests and will have to load that old save.

I picked up the Astral Amplifier BEFORE going in the smith room where you kill the guard with the smith (E13?). As a result, my initial conversation with him talks about the commotion I caused, and he asks if I picked up the Astral Amplifier without actually giving me the quest. There's no way to trigger the dialog option where you tell him there's another smith that all the Glory Ending guides mention.

If I talk to the smith (B8?) near the lift that needs the amplifier, I have an option to give him the amplifier, and can complete that quest. However, if I go back and talk to the other smith in the weapons room, his only option is for me to ask him where the intelligence room is.

On the other hand, if I talk to E13 in the weapons room, I have an option to give him the Astral Amplifier, but doing so causes the same behavior with B8.

I believe you're supposed to be able to complete both of these quests, but I cannot figure out a way to do so.

Do I really need to completely redo everything I've done in the Phalan Academy in order to fix this mistake?

Give it to "B8". It got his smoldering equipment smashed by trying to prevent "E13"'s looney trip bin. An on top of that you'll manage to receive rewards trinkets to wear from both those NPC's. At least that's how it worked out for me.

If I give it to B8, I cannot complete E13's quest to get the item, since I can't trigger the dialogue that enables you to complete both. Whichever one I don't give it to, the other one's quest can't be completed
