Is there a weapon forge? All I found so far are the trial shrines and mod upgrades at Vulcane's. And I'm still looking for a blessed resonant starite.

Apparently so, I've just completed my first challenge(from the shrine in Black Streets) and the boss dropped a material with the description mentioning it can be used in the weapons forge.

After beating the trial in the swamp I got an item I could give to Vulcane. After that she can modify your weapons with the new materials. I am pretty sure that is what the weapon forge is referring to.
