We have troubles in game communicating some of the concepts to players, we are aware of that and constantly try to improve upon that. Combo versions (Dual, Triad and Flux) are notorious about this and we aim to fix it in the very near future.
This being said, here is what you need to freeze enemies :
You need to apply Chill condition "repeatedly" to freeze. Some enemies are resistant to "Chill", meaning condition lasts less on them and they are harder to freeze, but some enemies are weak to it (fire nation basic enemies mostly). Meaning, if you throw a chill barrel via melee attack onto another one, it applies twice and hence freezes almost all flame enemies unless they are immune to Chill condition.
A shortcut you can take is that applying "Wet" condition before applying "Chill", which will turn enemies into Frozen immediately.
These stuff is written in the conditions when you get them as small boxes in "Chill" and "Wet" description.
Elemental Flux combo is, within 1 combo count, you need to kill enemies with 4 elements, Acid, Electric, Fire and Freeze (just froze them and break them it will count) and need to kill at least 3 enemies with each element for element to register.
This is doable on large maps with different multiple kill-box setups. A fav of mine, doing a kill-box for electric (Metal Trap + Electric Ceiling Trap) and fire (oil + furnace), putting an acid tower somewhere for acid kills, and killing enemies with freeze myself as bellator with chill crossbow + liquid flask (hydro). Not easy to pull off, but not impossible neither.
