go to console and write /restore Boat_bp

Press § or if you don't have that key, rebind it from the console and press the bound key. Then click the grey bar that appears and type the command in it

Is there something to write to respawn your backpack also?

Yes. /restore is the command and "backpack" (or "backback_bp", can't remember) is the object.
