Playing with others online

Hi, I purchased this game so I could play it with my brother who lives in a different city. Does he also have to purchase the game for us to be able to play together? If not, I can't figure out how to play with him on the computer. I have other games like tabletop simulator, and I believe other games on Steam (like Scythe) make it so all players don't have to purchase the game to play and can run on the simulator.

Technically you could do that by using Parsec and you (since you own the game) should set up the game up as local play.
In between turns you and your brother will get a notification telling whose turn is and so the other player should "vow" not to look at the screen since it's gonna show your/his hand as the monitor is shared remotely
