But as long as we can sell them somewhere it's all good. Even if it were only that trading post on Lyme, since they currently seem to only want to buy fuel cells (and only sell energy capsules). Apart from their main business of course, which is the real reason anyone deals with them...
OH! Speaking of that trade post on Lyme: was it ever intended that they provide an alternate way to get a ticket to the space gate? I recall the bartender on Lyme mentioning that "the trade post on the harbour sells tickets on the black market", but that they "cost a small fortune". Yet there's not even an option to ask them about it when you get there...

Understandably, changing it one way or the other will be work; but I suspect removing that bit from the barman might be the easiest (especially if it's a separate sentence - at least from a grammatical POV).
There's also the matter of how much it should cost. Personally, I'd put the price at... however much you get paid if you kill all the pirates in the pirate zone and collect every single black box (but not including those that are hanging around outside the zone). That's probably insanely high - every time I kill the pirate king I only ever end up with one or two additional black boxes due to needing the other stuff (but that's mainly because I don't want to waste time heading back and forth to a trade zone to top up on missiles and countermeasures).
