I can't cut off my blue arm with a saw, there's a baggy blue arm across the room that's being sawed off, but mine isn't, and I'm just dying.

Same with me.
You cannot pick up the blue hand as long as it's attached to the grabpack.
The buggy blue hand of which its came is spannung across the room will disappear as soon as you touch it with the saw, but your own stays attached.

Put battery in saw, move saw to cut hand that is strung across the room, pick up the extra blue and, use it at a scanner that is in an alcove that is now open, your hand will now be free from the frozen scanner, you may enter the chamber where the redacted is.
