Can't pick up "welcome to playtime" tape glitch

Anyone else running into the problem where you are unable to pick up the "welcome to playtime" tape In Poppy Playtime 3? I've reloaded the game several times, changed the video quality like someone else had suggested, restarted the game, and uninstalled the game. Nothing seems to work

same - i was able to play through the chapter once and upon restarting it a year later I cannot pick the tape up no matter what I change in settings
