Can you deactivate the flashlight in chapter 3?

i have this flashlight and i was wondering if you can turn it off? if yes then how?

ive also had this issue, its blinding and i have to look at everything from the side of the screen, like vhs, is annoying and i see no key for it in the settings. . .

in the settings, set shadows to medium or higher

It won't turn it off, but it won't be as bright.
