Alright, since chapter 3 has released. Do I need to buy chapter 2 to play chapter 3?

Yup! You don't need to get Chapter 2! Just Poppy Playtime itself, and then chapter 3! It's recommended if you don't want to play Chapter 2 then watch a letsplay or something (if you already did, great!) so your caught up with the story! Hope this helps
