You can summon familiars with several classes.
If you mean it as you can rely on summons to do the fighting then no. Summons pretty much act as temporary turrets. They can't even take hits for you.
Each of the 4 Spellcaster Classes sort of has a "Summon Familiar" Spell later down the road, but there's no dedicated Summoner Class or -Build.
At the end, Summons are more of a support feature, but not really the core of any build.
The difficulty to be a "summoner" is this game is about some restrictions that are core design :
- There is only one summon-ish spell for each class-capable
- You'll need to pop more than one minion to be of any effectiveness, because you quickly reach the max evolution bonuses (4 for each spell)
- you can equip only 2 quick sets, with 2 different "relic" trinkets, each trinket required to summon one minion type.
= you can only have 2 temporary different minions (time or number of attacks, and can't have 2 of the same) at a time, with limited efficiency . you still can maximize effectiveness with combinations, synergies and a bit of talent-tree management, but it will remain limited.
This is not Diablo, Path of Exile, neither Terraria.

Short answer, no.

None of them are good enough to actually kill stuff FOR you, and you can't make any kinda of army with them.

The best way to be a summoner is, dont even try.
You could probably summon 3 maybe 4 with relic swapping. None last very long tbh so you'd be doing yourself a huge disservice. You'd be getting subpar dmg numbers for the most part. The two main builds in this game are phy crit and magic crit everything else is mid. Can make some fun synergies happen but if you wanna melt bosses go crit.
