I actually have no idea where to go, The bell keeps pushing me away

Go left then yo then you can turn the bells off

Just like me, you might have overlooked a door at first leading further left / west on the ground floor below the bells. Keep going west you'll eventually find a ladder that'll lead you upwards.

You have to go through the rotten food storage area and get passed the buzz saw. There's places to duck and climb onto so it doesn't get you. Bit of a pain but it's doable.
