Banshees are finite spawns. You'll see a few in haunted houses and the rest are in specific spots in the world until you kill them.

I read on another threat there's not enough of them to get 3 stars right now, but idk for sure.

I'm also struggling to find Will of the Wisps, I've killed 12 and need 3 more, but no idea where they are??

Will of the wisps are in the Coven area, there's one below the upper witch stone and then two at the rift entrance.

Wraiths are in houses and are possible to 3 star. They're the miniboss version of Banshees.

Banshees are the ones you find outside the houses and are not possible to 3 star, they are probably bugged.
